Check throttle and cables? Make sure the cables aren't adjusted real tight and throttle is working? Check below carbs and make sure nothing is keeping the throttle assembly from fully returning? Check the simple stuff first. Not sure what else would cause this. Later.

yeah done all that.. originally assumed it was the throttle stuck open, or idle set too high..but that doesnt appear to be the case... must have too much fuel going thru thou to rev like that

choke is stuck open or bad

Does the 400 use the same choke/enrichener that the 900 does? If so, is there a way to check the inner workings of that without disassembling the carbs?

I beleive it does. The only way to check is to visually inspect. I would make sure the choke rail is engaging the plungers on all carbs and see if they are all shutting. Maybe the cable is holding them open

carbs again removed and cleaned... noticed that one of the butterflie valves doesnt shut 100%... choke plunger.. opens and closes ok. have yet to refit and try as battery is now on charge!
