missing power

I just had my carbs rebuilt by wired george. Installed them and took the bike for a ride. The bike acts like its starving for gas at or a bove 4000 rpm. it idles fine but when you get over 4000 rpm it spits sputters and does not want to build power put it will while its building rpms it acts...
